Abstract
The main approaches and specific measures to stimulate the creation of artistic values at a regional level are presented. The chosen time interval is the 1970s and 1980s with its characteristic state and public management of culture. The applied practices for social support of art and culture and their effectiveness were analyzed on the basis of the experience of the Varna region, one of the major spiritual centers of Bulgaria and a venue for numerous international cultural events. The place of social procurement, donation and other forms of protection policy is highlighted.
