Operational aspect of seabed critical infrastructure

Abstract

The seabed hosts a vast array of critical infrastructure, including submarine communication cables, pipelines, energy platforms, and monitoring systems, which are vital to global connectivity, economic stability, and energy security. This paper explores the operational aspects of safeguarding this infrastructure, focusing on risk management, threat mitigation, and the implementation of robust monitoring systems. A comprehensive risk management approach is outlined, utilizing ISO 31000 standards and integrating advanced technologies such as sensor networks, autonomous underwater vehicles, and cybersecurity systems to detect, mitigate, and neutralize threats. By employing a multifactor analysis, the report categorizes critical infrastructure and proposes an operational control framework for its protection, emphasizing real-time monitoring, coordinated responses, and the application of innovative solutions. These measures aim to ensure the continuous operation and resilience of seabed infrastructure, safeguarding its role as the backbone of global economic and security systems.
