Ports are among the objects that are most threatened by extreme weather events, which are becoming more frequent and intense due to climate change. Consequently, they face a number of risks: physical, transition to a sustainable economy, and systemic, which can cause huge losses (financial and non-financial) for the stakeholders involved–terminal operators, shipping companies, entities in supply chains, and local communities. In this regard, this study aims to justify the construction and operation of all-weather port terminals as innovative infrastructure facilities that not only modernize port infrastructure but also improve the sustainable profile of ports. To achieve this objective, multiple scientific approaches have been applied, such as surveys of information sources, retrospection and forecasting, analysis and synthesis, case studies, observation methods, deduction, proof, and generalization. As a result, it is concluded that the operation of an all-weather port terminal realizes, in addition to its main purpose of carrying out quality, reliable, and safe handling operations, the expectations of society in achieving the economic, environmental, and social goals of sustainability.
