The article focuses on the analysis of the management process elements in order to adapt a model of assessment of the necessary capabilities to perform functions in the field of security and safety. Two models were used as a basis: to assess the risk to security by creating and playing scenarios of typical security incidents and to quickly diagnose an emergency response system. A comparative analysis of the capability planning models - Ready2Respond Rapid Diagnostic and the National Security and Safety Method, is presented in the context of creating a methodology for scenario-based risk assessment for the needs of the QUASAR Center of Competence. As a result of the comparative analysis, the strengths of both options have been identified, which should be included in a variant of capabilities planning methodology.
